Are D.C. residents wages in Va or MD taxed or reported to Va or MD? Just wondering.

Never mind. Found the answer. If you are not a resident of Virginia, but work in Virginia (i.e. Alexandria or Tysons) you do not have to file a Virginia tax return.

Well, now that the issue is answered, what are D.C.'s prospects of having Maryland and Virginia tax D.C. resident's income and then take that part away???

No, but I assume that's a rhetorical question. There's nothing that prevents VA or MD from taxing anyone who works there, like NYC does. Any payments would be credited in full on a DC return, however.

Exactly, and that would reduce the windfall that D.C. hopes to enjoy by taxing commuters.

Yes, although I think DC probably figures more people come into the city than leave it. It also would require VA and MD to enact commuter taxes on everyone in the state (although I would guess most such commuters are from DC).

And, if VA/MD only enacted a tax on people who work there, DC could start a campaign to get their residents to pay their DC income taxes in full, and then take that as a credit against their liability to VA or MD.

These DC taxation folks really need to get over it, and address the core issue: Congress either needs to pay a lot more to cover the city's expenses or pay maryland a massive amount of money to take back all of DC except for a small downtown area.

given that mass transit expenditures are something with a large initial cost and delayed benefit, it is not surprising that they would go with "cheaper" solutions during a budget crisis. such as highways which have a much smaller initial cost, but almost no long term benefit and often long term harm.

I'm not sure this last part is true, if you look at the states as a whole. DC only has - what - 600,000 residents? There are a lot of people who work in Baltmore and Baltimore County who live in PA. There are also a fair number of people who live in West Virginia and work in Reston and even Vienna (and I know of at lease one who works in DC, but he's a crazy SOB). And let's not forget the other borders. I think there's a fair amount of movement over the VA-NC line, and the good folks in Richmond are likely to be pretty sensitive to that border, as it's almost in their back yard.

In any event, there would seem to be a clear net gain to DC, even if the surrounding states put in place reciprocal taxes.
