So, I've recently been watching 30 Rock reruns (on my iPhone*) and until today, I couldn't think of anyone who could play Baldwin's character better. Hartman would have been even funnier.

Disagree. Baldwin's character is actually somewhat believable. I would have trouble getting past Hartman's innate comedy aura, which prevails over any other trait of his. I often laugh just by looking at him. While Hartman is one of the funniest people ever, Baldwin is a better actor, and I think that part requires some acting.
