You're not allowed to park (in most places) within 15-20 feet of an intersection, and presumably the stop sign is at an intersection, so maybe that's what it's for.

And yes, it is illegal to park within a certain distance of a stop sign in a lot of places. Normally 15 to 25 feet. I imagine it has something to do with risk of blocking someone's view as they are at the stop sign.
