I don't think its an intentional strategy, I think men are generally just oblivious to how being approached by a stranger can be actively threatening to a woman.

Go back and read TM's point about how it means we are just not that hot. If we were actually hot, men would be intimidated and avoid us.

I always wondered what it would be like to be so hot that random men can't just can't help themselves and must stop to make my acquaintance.
