You will need to deposit money via a wire, credit card, paypal or check. You will need to deposit enough money to cover your shorts, i.e. if you short 10 contracts of Javier, getting paid $180, you need to have $1,000 on account to cover you if you lose.
It is not legal in Vegas because there is no betting on events decided by voters and not on the field of play, such as the MVP award or the Oscars. It is legal, however, in Antigua, where the book is located. Whether it is legal for you as an American citizen to place off-shore bets is somewhat grey, but the government has not tried to prosecute the bettor, unlike their prosecution of the bookie - see http://www.freejaycohen.com - and probably won't ever because Jon Kyl, Repuplican from Arizona has failed at getting his "Kyl Bill" (making it very clear that the bettor's actions are illegal) through Congress for something like 7 years in a row.
