The problem here is that Congress has lost its balls. The Constitution denies the president a unilateral power to declare war. That power is reserved for the Congress, and it can hold the president to whatever standard it chooses. If Congress had balls, it could have forced Bush to provide real evidence that there were likely WMD in Iraq and Saddam was likely to give WMD to terrorists that pose a threat to the US, or Saddam was at least likely to conspire with and assist terrorists that pose a threat to the US.
The Bush-ies couldn't have proven any of that. And we'd have had more money and troops to use against REAL terrorist threats, like Iran, Pakistan and Afganistan.
