Dude, I never really encountered that law until post 9/11. I'd love to know if its done anywhere at the local level myself.

As another note on the topic, the NYT is indicating that the dissent believes it violates the right not to incriminate one's self.

However, the closest I can come to that is if you are already wanted. The police run a field name check and get a warrant hit. You've done nothing to incriminate yourself in the underlying crime. You've only made yourself available to answer the standing allegations. Anyone have a scenario where this is self-incriminating?

My guess is that there is a scenario where it might be, but none is coming to mind at the moment.
