They've tried it several ways - PKs if tied at end of regulation, sudden death (the "golden goal" - first goal in overtime period wins, if still tied after end of of OT then PKs), modified sudden death (the "silver goal" - team leading after completion of first overtime period wins, if still tied play second overtime period, if still tied PKs). Everybody moans about all of these options for various reasons. Sudden death sounds good but watching the 120th minute of a draw can be dire, esp when you know you're just going to be getting PKs at the end of it. The Euros are being played on silver goal rules this year but no doubt UEFA will change it yet again.
