It's not wussy. If you don't like to kill animals, you don't like to kill animals. Why is it a sign of strength to kill animals? (this is not really directed at you, it's just a question)
I think in this case, you have to get rid of them, and if you have to kill them to comply with the law, that's what you have to do. Raccoon rabies is not a good thing.
I had raccoon issues in a few apartments I lived in in Toronto. Those mothers are huge like bears. One night I thought there was a bear at my window, but it was two huge Rocky Raccoons who had come to check out my garbage.
