ETA: this random website says that it's still legal.

A word of warning: do not tie the "leash" to the booze cooler tube to your ankle.

Rope around deputy's ankle led to drowning while tubing
Jill Burcum, Star Tribune
July 23, 2004 DROWN0723
A Chisago County deputy tubing down the St. Croix River drowned Wednesday after a rope lashed to his ankle and another inner tube became entangled in river debris and pulled him under in the heavy current.
Authorities in Polk County, Wis., said that Ronald Butcher, 39, of rural Shafer, Minn., was on an air mattress and used a 15- to 20-foot-long rope to tow an inner tube holding a cooler. He was spending the day on the river with his wife and 13-year-old son.
Two adults floating nearby were not able to rescue Butcher because of the heavy current, authorities said. Nearby boaters called 911. Osceola emergency workers arrived in about five minutes and pulled Butcher from the water.
