You guys read way, way to much into things. It's an attack on Bush. No more, no less. Kerry is saying that Bush should have excused himself from the room to go talk to his people. Whether or not they had the situation under control, he should have been with them when the country was under attack, not reading to children.
Since Bush is making his response to 9/11 the centerpiece of his re-election campaign, Kerry is playing aggressive on that stuff. It doesn't mean that he's a psychopath, or that he "has no real sense of how to handle a crisis." Oy.
