That's a screw-up by the website, but not dishonest. All Silver Stars are awarded for valor in combat, by definition -- which is why they don't use a separate designator.
Kerry's Bronze Star is presumably awarded with the "V" for Valor, beause that medal can be awarded for meritorious service in a combat zone, and not necessarily for bravery in combat.
You'd think they'd be more careful, though.
