It's vietnamese noodle soup. Noodles in beef broth was one or more beef accompaniments like sliced flank steak, brisket or (for the more adventurous) tripe. Flavored with onion and cilantro. Usually served with fresh bean sprouts, basil, hot pepper slices and limes on the side.
Very good, very cheap. Most Pho places in areas with large Vietnamese populations open early in the morning and serve it three meals a day.
