Do any of the multitude of Vietnamese restaurants in the Twin Cities make this? It sounds good.

It's poured over rice noodles and usually some sort of meat and some onions in a massive bowl. They serve the fresh herbs and chili and hoisin sauces separately, so you can add what you want to it (so those with cilantro or chile issues don't really have to worry), and the aroma alone makes me feel good.
