yeah, sort of. "inconclusive" because they took to long to do the test isn't exactly a ringing endorsement. I think the tests are probably suspect, and have a good chance of being invalidated. But when 3 of 4 samples are positive, something's up.

Right. And Tyler is not out of the woods yet. He gets to keep his medal, but "according to his Phonak team, both Hamilton's A and B samples have come back positive from the Vuelta a Espaņa, which means that it's highly likely that a disciplinary process will be started against him by the UCI." This could result in what is essentially a career-ending suspension. Which would suck.
