He is discussing the problem of post seventies rennaissance "cities". the ones with the faux ethnic architencture (see for example Irvine's contribution to its downtown - the mega mall-, and housing complexes which is faux mexican) and the convenicience shopping for the car culture people. This is the problem of many sunbelt cities, including Phoenix, and Vegas and the affluent parts of the Southland. Its like the catalog culture decided to build cities based on the same stores everywhere, and ultra convenience. The restaurants are quasi chain- like Emeril Lagassie's eight Take It UP a Notch Bistro and the people who enjoy this kind of thing probably rate themselves based on what brand names they purchase. They are the fake tits of the urban landscape.
