But your post raises interesting questions -- she never changes her hairstyle at all? Of course she does. So, compliment it.
Does she put it up for black-tie events? Tell her how sophisticated she looks. Does she wear it in a pony tail when she works out? Tell her it reminds you of when you first met her while jogging around the track at the old alma mater. Have you never kissed her when she just finished washing it? Tell her how good it smells.

As a rule, I don't compliment women who I'm not involved with too often. I'll objectively tell anyone she's hot or not if she asks, but I feel uncomfortable just coming out and saying "Your [hair, eyes, dress, outfit, body, whatever] looks great." I do the soft flirt like everybody else, but I don't like to make a habit of it. The soft flirt drives me nuts because its all sizzle, no pop.
