Personally, I don't think large dogs should be allowed in apartments at all. Bigs dogs need a yard. It's cruel otherwise.
Little dogs are OK.
Our neighbor had a black lab, who was the nicest dog in the world, but when she bit the baby, she was out of that house quicker than you can say "MR's a retard." Anyone can snap.
