Our garden is all organic, so I can't spray them with a fungicide. I've considered just cutting them to the ground and hoping they come back, but I suspect I'll lose several years worth of growth that way.

I tried using some sort of organic fungicide. It didn't work. I tried using the hardcore chemical stuff. It didn't work. The powdery mildew just went away when the weather got hot and dry. I had thought the Zinnias were goners, but they're coming back. They still look pretty scaggly on the parts that were afflicted, though.
