It just hasn't cleared the FDA process. Apparently it's the most effective thing against the ultraviolet rays which are most likely to cause skin cancer. (UVB, I think). It's been in use for years in Europe and other places around the world. People are apparently getting it from dermatologists/eBay and other "black market" channels.
And Fringey, I think they are sending the black helicopters for you.
