Your first sentence: I pondered that a lot, actually. When I read the bit about how DD was offering to keep the Malfoys safe by pretending that they'd died, it made me wonder who else had maybe "faked" his death. (I don't think this applies to DD, though.) James and Lily were not rumored to be dead, however. They were just in hiding.
I do think that perhaps rumors of R.A.B.'s death may be exaggerated. There are hints in OOTP (vague recollection now of some newspaper article about a woman claiming to have seen Sirius Black playing in some jazz band or something) that Regulus Black may be alive. Also, no one is really sure how/where Regulus bit the dust. There is also explicit text that states Regulus changed his mind about being on the "dark side" (which, allegedly, is what results in his being killed.)
JKR has repeatedly said, however, that when someone is dead, he/she is really dead. There is no returning from the dead. (People usually ask with respect to James and Lily.)
