Another weird thing about this is I live within the City Limits of Palo Alto. Pretty far from the city proper (never see any cops) but still with in the limits. Palo Alto has a pretty hard core animal control group (they killed a couple of cougars near downtown that got just a few people upset). But this guy was from the County.
