Everyone but the British guy says it should be "lack of strength" or "lack of depth" or "lack of strength and depth". The British guy even came to me before he sent out his e-mail to ask if I've heard the phrase. I said I hadn't, but he may want to google it.
(At least the UK dude knows I'm the answer man.)

I have heard the expression in a sports context - i.e. the [baseball team] has a deep bullpen - so they have strength in depth. Something along those lines. Meant to convey the opposite of weekness.
