I'm not sure this last part is true, if you look at the states as a whole. DC only has - what - 600,000 residents? There are a lot of people who work in Baltmore and Baltimore County who live in PA. There are also a fair number of people who live in West Virginia and work in Reston and even Vienna (and I know of at lease one who works in DC, but he's a crazy SOB). And let's not forget the other borders. I think there's a fair amount of movement over the VA-NC line, and the good folks in Richmond are likely to be pretty sensitive to that border, as it's almost in their back yard.

In any event, there would seem to be a clear net gain to DC, even if the surrounding states put in place reciprocal taxes.
