Here's the problem--this kind of stuff is not the work of top-level policy makers. It's career civil servants who figure out logistics, like "how do we get 5m bottles of water into a place within 24 hours". Now, sure, there's responsibility to make sure that planning is taking place at the top levels of FEMA and other places. But it's not like these plans need constant updating, yet we learn that this disaster planning wasn't done until last year in god knows how long--it doesn't sound like the previous admin. left a plan in to figure it out. So, yeah, no need to get partisan.
