Not inherently. They have this reputation in part because RWD cars, such as mustangs and corvettes, come with tires ill-equipped to handle snow. And, also, because the car is pulling rather than pushing, they're less likely to fishtail as a result of driver error, and therefore appear to handle less badly in snow.
Properly equipped and driven, an RWD car will be fine in snow.

Disagree, 2X.
I had a 98 Eldorado touring coupe for a year a few years back (long story). FrontWD- excellent in snow. I have had about twelve different SUVs in my life which were outfitted with snow tires. They were all rear wheel drive until switched into 4 wheel drive. In RWD - with deep grooved snow tires - those SUVs were Useless in snow. I have a properly weighted RWD sedan now - useless in snow. FrontWD works 100X better than RWD. My sister had a Volvo with FrontWD which ran perfectly in snow. A buddy of mine had a FrontWD Saab which we took on ski trips instead of an Explorer I had at the time. FrontWD is the shit.
I know one other guy who said RWD was just as good in snow as FrontWD - he was the guy who sold me my RWD sedan.
