Yes, the cloning is available, but the screening is rigorous. Hank is hardly the type candidate the institute would think needs to be duplicated. As I told you, you sneak some cells in for his "clone" and the institute goes forward on an anon basis.
And the child does do median on standardized intelligence tests. The only major concern is that his penis is somewhat undersized. Even that may not be an issue, as I understand he has recently began questioning his gender assignment.
