Why, if people are willing to rebuild and suck up the losses? I mean, you aren't, but I'm kind of OK with it, and it's my money too.

I guess it makes more sense to me, given the geographic reasons for the location of the city, to rebuild NO than it would to rebuild LA if/when the big one hits. There's no good reason to have a city (especially such a big one) right exactly here, other than it's pretty and the weather is nice.

I can see rebuilding NO somewhat differently to have certain areas set aside as designed to flood, but there are good reasons to have a population center there.
