We landed to a runway full of emergency vehicles at Dulles. The landing gear came out so we didn't have to do a fly-by in order to allow the foam to be deposited.
I think that they can, but that it's not a guarantee that everything will be just fine. Um, except on plains you are flying on. If those land on foam, you can be absolutely sure everything will be just fine.
