Doesn’t matter - now that he’s lost the post, the crowd of people waiting to take him down will keep him down and battle to get it themselves. Tom’s got no allies - just skeletons to sell. Bush doesn’t even help the guy. Delay is the “wet operations” agent who gets left behind to die.
