Because big Stein buys the players at the peak of their career, and they inevitably will decline/regress to the mean. Meanwhile he pays them for their past performance for previous teams.
BTW, it strikes me as pretty harsh to say Mussina hasn't performed up to expectations, this year excepted. He's been a horse for years.
