Not that Cheap Guy isn't extraordinarily so, but it strikes me that Groom is much ruder than Cheap Guy in that scenario. The time to call out Cheap Guy was not in connection with the wedding gift, but in connection with all the bar tabs that preceded it. Besides, it's not as if Groom didn't know this guy was cheap when he invited him to be in the wedding party, which he presumably did because he liked the guy enough to accept this particular flaw, not as a test of whether Cheap Guy would overcome this trait because it was Groom's magical day.
