While I imagine that "finished" can parse to permitting some bunny torture (and does this only apply to actual L'Oreal branded products?), it sounds like they are savvy about the unpopularity of these methods among their target (American) consumers.
I know I am wonking, but I just want to point out that L'Oreal still will not deny that it tests ingredients, just finished products. I boycott anything from any of the L'Oreal companies, including Garnier, Maybelline, etc. Think of the bunnies!
