As Flinty said, no. The student body is now about 45% Asian. What you have in that photo is some official group of Rah-Rahs (I forget their name) - the equivalent of the band, but with no musical ability.
As for UCLA, there is no dispute that they have a better looking student body, but: (1) you have to live in LA; (2) your degree is Berkeley-lite. In fact, UCLA was originally called UCSB - University of California, Southern Branch. This is also why their school song is the same as Cal's, why their mascot is a pale version of the Bear, and why their colors are pale versions of Cal's Blue and Gold.
