Yes. The governor gets to appoint a replacement. I'm still not sure why he did this a month after the primary unless Tom Campbell was just plain unpalatable to the Republican party.

I suspect that Steve Stockman, a true looney Republican that decided to run in District 22 as an independent because he can't stand Nick Lampson, the Dem who's running there, is also Unacceptable to the Gop.
