I have heard arguments that a lot of horses end up in the slaughterhouses because their owners don't want to deal with them anymore. If a bill like that were to be considered, I think there would have to be serious thought on what happens to horses that are abandoned by their owners because they're too expensive or a pain in the ass or whatever.
I've also heard about assholes who get permits to round up some of the wild mustangs in Oklahoma under all sorts of promises that they'll take care of the horses who later turn around and sell them to slaughterhouses.

And, you have made me remember the Animal Rescue (or whatever), filmed in the Houston area, that featured a horse (living) with a huge hole in its neck.
