I heard something once on NPR about how attitudes in Korea are changing dramatically towards dogs as a source of food. I also highly recommend the last chapter of Temple Gradin's Animals in Translation for a discussion on the human co-evolution with dogs. She makes an interesting argument that we've been living together pretty much since the beginning and therefore have a rather unique relationship.

If you can shoot a horse because it breaks its leg, you should be able to shoot it because you're hungry (or can get some $ for it because someone else is hungry).

Well, then the answer would be to not allow them permits. If you want to maintain the wild mustang population, do so. But it should be the same process as any other hunting license and the goal should be to protect their numbers. If they don't need protecting or if there are too many of them, then by all means, round 'em up and serve 'em up.

I don't disagree with any of that. I think that a lot of this legislation is short sighted, because a slaughterhouse is a hell of a lot more humane way to go than being shot in a field after starving for a couple of years because hay is fucking expensive with this drought we're going through. But, then, I'm a cattle rancher by breeding, and my childhood horse lived to the ripe old age of 23 and died in the pasture he's buried in.

BTW, it appears that this thing comes up every year and gets shot down. There was also an interesting article on the debate in Houston Press earlier this year.
