The wage is a wage. What are they avoiding?

The issue, if any, is that by not paying health benefits, they impose a cost on society generally to pick up the health care cost through medicaid or emergency room visits.

As for increasing the wage for part time work, that would completely screw someone trying to get into the workforce. Part-time jobs are often a way to show you can do it--why discourage employers from hiring those people?
