Then it occurred to me. How about raising the minimum wage for part time work? In other words, if you hire someone full time you can hire them at the current minimum wage, but if you only pay them part time you have to pay them two dollars more an hour.

Parents will never go for it, as this will ensure that every high schooler working a part-time job would get fired.
