Maybe not, but it was the right and courageous thing for Bush to have done, and I would say that staying there was one of the few "right" things Clinton did...until he didn't. That country was thirsty for help, and they needed (need) it bad. Unfortunately, we didn't do a whole nation-building thing, which it needed (seriously, ground up - roads, education, homes, everything), and at the time people wanted. They have an unfortunate habit of collecting corrupt (in various ways) leaders, and they get fucked every time.
