I think you're wrong on both counts, unless "HRC" means "House Republican Something-That-Starts-With-'C'". But that doesn't matter anyway, because this Haggard fellow was outed by the gay prostitute in Colorado that he was screwing, NTTAWWT, not by people connected with Foley. Unless you think there's some sort of secret gay cabal responsible for all outing designed to harm Republicans?

The twin assumptions that (a) a gay outing someone must be a Democrat, and (b) outing is done in order to get homophobes to vote Democratic seem to me to reflect a very odd set of assumptions about the Democratic party, if not entirely conflicted (irony intended).
