How do crackpot lawsuits screw up the ability to tax effectively? They just waste the time of the government in prosecuting them.
And before you say that it distracts from real enforcement, why is it better to have a tax code with higher rates designed to compensate for non-compliance? Wouldn't it be preferable to have 100% compliance at 80% of the rate than 80% compliance at 100% of the rate?
