And before you say that it distracts from real enforcement, why is it better to have a tax code with higher rates designed to compensate for non-compliance? Wouldn't it be preferable to have 100% compliance at 80% of the rate than 80% compliance at 100% of the rate?

You make an excellent point. It's a money cost as well as a time cost. My taxes -- and Sebby's -- went toward dealing with Wesley Snipes' bullshit arguments about not having to pay taxes.
