I don't think that's true. I think most pitchers would love to use any ball that has been scuffed up badly. It gives any pitch, even a fastball, movement.

precision fastballers only want movement when they (and the catcher) expect it though, don't they? it's also possible a scuff could slow the pitch down a little maybe?
