Unless it is one of those fish that occasionally leaves the water, and therefore has the basis for comparison between wet and not-wet. But that fish does not really sync with the foundation of thought underlying the above-mentioned phrase in that, for such a fish, being out of the water is just a momentary break, a respite from wetness, iyw.
