Clinton and Reagan at least had some style in the shit they wore, and HW Bush worked the super-old money wrinkled ill-fitting-thing-plus-real-club-tie thing, which is a look of sorts. When I saw recent photos of meetings between 43 and 44 during the transition, they looked like a couple of insurance salesmen.

Until yesterday, I don't think 44 needed to do anything to make him look younger or less traditional.
