They will also have an officially issued ID from an American governmental body. Unless the suggestion is that the DMV would issue licenses emblazoned "ILLEGAL" on them, or keep records of the names and addresses of illegal residents. Without doing anything about it.

I think the US immigration policy is monumentally screwed up and misconceived, but it is no improvement for the states to try unilaterally to change it or fix it, circumvent it or ignore it. I know that they have to do this anyway, since the INS can't manage to get it's head out of its ass to administer its own rules, but I don't see encouraging it or acquiescing in it.
