Someone just taking up oil painting? Find your nearest Utrecht store location. Great place. Usually staffed by art students.

There are a million things to get someone - you could get a nice easel, a paint box, some supplies to experiment with (like a whole bunch of different mediums and resins). My daughter got some plexiglass and translucent paints one trip (oils come in differing levels of opacity) and painted something like a stained glass window, and that was cool.

Let the art students guide you. Or just give a gift certificate. If the person is a true beginner, discovering a really good art store is a thrill in itself.
