 I am a native. I've lived in this state for most of my life. I have seen the look from time to time, mainly as a parody or a joke, but never on the scale I saw it this weekend. I would say at least 1/3 of the women under 30 on or around campus were wearing boots with either shorts, a short skirt, or a short dress. 
I would say it was cultish, but I was wearing a burnt orange polo and tan shorts, so I don't have much room to talk. 
The game wasn't so bad. It was my kid's first college football game, so anything short of an actual murder on the field would have been OK. We knew it would be blow out, so we found other things to focus on. Girls in boots was one of those things. We also sat next to a family that knew the backup QB. So, it was pretty exciting when they put him in and he not only passed off the first play, but ran in the touchdown at the end of his first drive.
Got to eat at Dirty Martins, but otherwise it was an in and out sort of affair. BTW, the AT&T Conference center is a very nice hotel if you have friends who want to stay near campus. We had a parking pass for the game, but the hotel was about the same distance.
