I would hold off on concluding that this was accidental. I'm not concluding it wasn't, but in the situation it is just as likely that the cop intentionally shot without being fully aware of what he was shooting at.

If cops are accidentally discharging weapons during a raid, they are truly badly trained and the city should have hell to pay. You don't put someone in a situation like this who isn't truly expert at handling a firearm.
